Things To Know

New Applicants and Controlled Open Enrollment for Out-of-County Applicants; Proof of Residency: 

Students who are new to the School or who have moved out of Charlotte County after being enrolled at the School as a Charlotte County resident must submit an Enrollment Application. Enrollment Applications will be available on the School’s website. Enrollment Applications must be fully completed and submitted to the School during an Enrollment Period to be considered. Student applications must be submitted through the BNS Student Registration System on the School’s website. Statements regarding residency on the Enrollment Application will be verified during the registration process pursuant to the procedures in Section 92.525(2), Florida Statutes. False statements in the Enrollment Application or in the registration process may be punishable as perjury as provided in Section 92.525(3), Florida Statutes, and loss of an applicant’s seat. If an applicant is selected for enrollment as a Charlotte County resident and cannot provide adequate proof of residency to the School’s satisfaction, the applicant’s seat will be forfeited and offered to another applicant, and the applicant will be required to apply as an Out-of-County Applicant as set forth below. 

Students from outside Charlotte County are permitted to apply to the School so long as they are not subject to a current expulsion or suspension order. However, such Out-of-County Applicants will only be provided a seat after placement of all Charlotte County Applicants and all students within a 4-mile radius of the School property. Once admitted to the School, Out-of-County Students will be permitted to matriculate up to the highest grade offered by the School so long as they maintain eligibility requirements. 

Enrollment Periods: 

Beginning and end dates for the Enrollment Period will be established by the BNS Board and posted on the School’s website. At the end of the Enrollment Period, parents and guardians will be notified of acceptance. In the event the number of Enrollment Applications for eligible students exceeds the capacity for a given program, grade level, class or building, the Lottery Process will be followed, as described below. If capacity is not reached for a grade level, class or building after the Enrollment Period, the BNS Board will continue to accept Enrollment Applications. 

Lottery Process, Enrollment Preferences, Enrollment Limitations and Capacity: 

BNS shall enroll an eligible student who submits an Enrollment Application during any Enrollment Period, unless the number of eligible applications received during the applicable Enrollment Period exceeds the capacity of a program, building, class or grade level. In such cases, a lottery will be conducted using a random selection process (the “Lottery Process”). 

As permitted by its Charter Contract and Section 1002.33(10)(d)1., 2., 3., & 6., Florida Statutes, Enrollment Applicants during any Enrollment Period with the following Enrollment Preferences will be selected first: 

  • siblings of students already admitted to or attending BNS1; 
  • children of BNS’s board members, teachers, and staff; and 
  • students who are children of active-duty military of any branch of the United States Armed Forces.2

1 The sibling preference can be used to initially enroll a child one time. It cannot be used more than once. 

2 “Active duty military” means working for the military full-time. Persons in the Reserve or National Guard are not full-time active duty military personnel. 

If the number of Enrollment Applicants with Enrollment Preferences exceeds the capacity of a program, grade level, class or building, a lottery will be held among Enrollment Applicants with preferences using the Lottery Process described in this Policy. 

As permitted by its Charter Contract and Section 1002.33(10)I4. & 7., Florida Statutes, BNS limits its enrollment by targeting for enrollment (i) 50% of its student stations to students living within the boundaries of the Babcock Ranch Community Independent Special District, and (i) those students living within a 4 mile radius from the School property lines, as measured by Google Earth____] (collectively, the “Babcock Ranch Students”). If there is capacity remaining after selection of all Enrollment Applications with Enrollment Preferences, Enrollment Applications from Babcock Ranch Students will be considered. If the number of Enrollment Applications from Babcock Ranch Students exceeds the capacity of a program, grade level, class or building, a lottery will be held following the Lottery Process described in this Policy. 

Applicants who are not Babcock Ranch Students but reside in Charlotte County (“Charlotte County Applicants”) will be eligible for enrollment for any remaining seats after all Enrollment Applications with Enrollment Preferences and Enrollment Applications from Babcock Ranch Students have been considered. If the number of Enrollment Applications from Charlotte County Applicants exceeds the capacity of a program, grade level, class or building, a lottery will be held following the Lottery Process described in this Policy. 

Enrollment Applicants who are not Babcock Ranch Students, have no Enrollment Preferences and do not reside in Charlotte County (“Out-of-County Applicants”) will be eligible for enrollment for any remaining seats after all Enrollment Applications from Charlotte County Applicants have been considered. If the number of Enrollment Applications from Out-of-County Applicants exceeds the capacity of a program, grade level, class or building, a lottery will be held following the Lottery Process described in this Policy. 

Enrollment Applications Not Selected in the Lottery Process: 

If there are any remaining Enrollment Applicants that are not selected in the lottery(ies), such Enrollment Applicants will be placed on the Enrollment Preference Wait List, Babcock Ranch Student Wait List, the Charlotte County Wait List or the Out-of-County Wait List, as applicable, in the order such Enrollment Applications were selected in the last lottery held. Students applying after the lottery will be placed on the Enrollment Preference Wait List, Babcock Ranch Student Wait List, Charlotte County Wait List or Out-of-County Wait List, as applicable, respectively, after students who were placed on each Waitlist through the lottery. As seats become available, they will be offered to the next eligible student on the Wait Lists in the following order: Enrollment Preference, Babcock Ranch Student, Charlotte County, Out-of-County. New Wait Lists will be created each year and Enrollment Applicants on the Wait Lists will not be carried over from year-to-year. 

Registration: 

Upon selection, the parent/guardian will receive registration instructions that include a detailed list of the documentation required by the School and Charlotte County Public Schools and timelines that must be followed. This notification will be provided electronically to the parent/guardian email included in the Enrollment Application. Enrollment Preferences and residency (i.e. status as a Babcock Ranch Student or Charlotte County residency) will be verified during the registration process. If documentation is not provided within the required timelines, or applicable Enrollment Preference or residency cannot be verified, the Enrollment Applicant’s seat will be forfeited.
